This topic needs to be addressed with the caution it deserves!  There are no ‘standard’ solutions for what is generally a non-specific and vague threat.   While certain situations (eg. a factory situation) may be such that a calculation can be done with reasonable certainty, there are many situations where the ‘size’ of the explosive threat cannot be known.
